Since social justice fatigue is common, the PSA has to be succinct and not condescending to the viewer. If it's too preachy or too depressing, people pay less attention.
The poster draws heavy inspiration from Mad Men's promotional poster that got a lot of flack due to it's slight reminder to the events of 9/11. I wanted to posit that authorities like the Police and RCMP represent literal and metaphorical institutions that fail to serve and protect vulnerable people, like Indeginous women.
